At the Spring Budget and Planning Forum on March 13, a number of questions were asked about how the University Budget Advisory Committee (UBAC) proposals would be considered and evaluated. In an effort to provide more clarity on the UBAC Call for proposals, including the ranking rubric for submitted proposals and a detailed timeline, please see the information below.
Please note that departments planned for discontinuation who have submitted extensive documentation to the President and their Vice-President will not be required to submit a new proposal to be considered in the process. They may also submit a proposal to specifically address any of the questions below.

UBAC Ranking Rubric:
The following questions will be used to review submitted proposals:
- Will this proposal meet a current or future student need or demand?
- Will this proposal contribute to student success?
- Will this proposal improve equity, inclusion, and belonging of current and potential students at SSU?
- Will this proposal increase or improve our engagement with our North Bay community?
- Will this proposal improve our long-term financial stability? For example, increased enrollment or more efficient business operations or structure?
- Will this proposal contribute to sustainability and innovation on our campus?
Scoring Scale
UBAC Members will use the below scoring scale on submitted proposals:
A: Recommend
B: Needs Discussion
C: Do Not Recommend

Call for proposal date: March 7, 2025
Proposal Deadline: March 28, 2025
Proposal Packets Provided to Committee: April 1, 2025
UBAC’s Review and Deliberation: April 2-11, 2025
Finalists Proposal Presentations to UBAC: April 14, 2025 - April 25, 2025
UBAC Finalizes Recommendation: April 28 - May 8, 2025
Recommendation Provided to the President: May 8, 2025
