At Sonoma State University, we are committed to fostering a safe, inclusive environment that supports civil discourse and open dialogue among all community members. We respect and uphold the right to protest and freedom of speech.
The First Amendment prevents the government from regulating speech based on its content or viewpoint. However, the Supreme Court has held that the time, place, and manner of speech may be regulated, as long as such regulations remain content-neutral and narrowly tailored to serve a governmental interest. At the California State University, the Time, Place, and Manner policy reflects the university’s commitment to encouraging academic freedom, community engagement, and the free exchange of a wide variety of diverse ideas, while still preserving interests such as campus safety, security, and proper functioning of our campus.
CSU Systemwide Interim Time, Place and Manner policy
Recognizing the unique characteristics of each campus and institution with the CSU system, Sonoma State's Time, Place and Manner (TPM) Addendum adheres to the CSU Systemwide Interim Time, Place and Manner policy and outlines the University's support to engage in critical conversations, self-expression and advocacy on campus while addressing the specific needs and regulations of the University.
While individuals are permitted to express their views, the University does not tolerate hate speech, violence, discrimination — encompassing all forms of racial and national origin discrimination — harassment or behavior disruptive to the educational mission.
