Scope of Responsibilities
Overall responsibility for the academic programs of the California State University System, including approval and review of all undergraduate and graduate academic programs. Responsibility for all Student Services within the Califomia State University, including student loans, student advising, retention, graduation, health centers, and residence halls. Served as adviser to the Chancellor on all matters, patiicularly emollment trends, graduation trends, faculty-related issues, and matters taken up by the Statewide Academic Senate.
Accomplishments
• Revised all staff appointments within Academic Affairs in the central offices
• Revised all accounting procedures with Academic Affairs in the central offices
• Designed and launched the Graduation Initiative, placing the Califomia State University ahead of all other large systems
in the United States in advancing graduation rates
• Developed, designed, and launched the Early Start Program, a multi-year program to reduce English and Math remediation
rates among incoming freshmen throughout the Califomia State University System
• Instituted a new format for Academic Council Meetings, the quarterly meetings of all twenty-three Provosts within the
California State Univeristy System
• Devised regional meetings for Provosts to provide more direct, "hands on coaching" for new Provosts and to address
regional issues
Provost and Vice President for Academic Affairs
Scope of Responsibilities
The Division of Academic Affairs includes eight undergraduate colleges (Agriculture, Arts and Humanities, Business, Computer Sciences and Engineering, Education, Health and Human Services, Science and Mathematics, Social Sciences), as well as the Division of Graduate Studies, Continuing and Global Education, the Madden Librmy, University Grants and Contracts, and over active 100 centers and institutes. With hundreds of university employees and a budget of nearly 100 million dollars, the over fifty academic departments and programs within Academic Affairs delivered about 1900 FTEs to nearly 22,000 students. Academic Affairs also has responsibility for accreditation and the vitality of all academic programs.
Accomplishments
• Maintaining fiscal allocations for Schools/Colleges such that Academic Affairs was able to achieve its FTEs
goals in 2003-2004.
• Implementing the goals of the Student Success Task Force and co-chairing the Implementation Team with Student Affairs.
• Chairing the transition team for moving the Office of Research, Grants and Contracts stateside.
• Chairing the Senior Technology Leadership Team, serving as chief information officer, and chairing IETCC in the
President's absence.
• Chairing the Comprehensive Campaign Planning Committee and guiding the Goal Setting Process for Comprehensive
Campaign among the 'leadership in Academic Affairs.
• Establishing and working with the Civic Education Task Force to develop a plan for civic education among our students
and public engagement of the university.
• Providing direction for Athletic Academic Advising, taking responsibility for clearance for the post-season competition,
developing an annual academic achievement award from Academic Affairs for an outstanding scholar-athlete, and working
with several committees to build a stronger relationship between athletics and academics.
• Serving on the Strategic Planning Committee and contributing to the development of a revised and streamlined annual
reporting stmcture.
Associate Provost, 2000-2003
Scope of Responsibilities
Representing the Provost at meetings, conferences, and presentations as needed. Principal responsibility for all university curricular matters including liaison to the Chancellor's Office and the Provost's representative to the Academic Procedures and Policies Committee, the Undergraduate Curriculum Committee, the Undergraduate Writing Committee, the Service Learning Committee, the General Education Committee, and the Academic Program Review Committee. Responsible for content in the University General Catalog, for supervision of several centers and institutes reporting to academic affairs, and for the Academic Calendar.
Accomplishments
• Named to the President's Cabinet in 2002.
• Provost's representative to and earlier a founding member of the Smittcamp Family Honors College Council. Graduating first four-year class of Smittcamp Honors Students.
• Initiated a planned expansion of the Unitrack Program and high school special emolled programs, quadmpled offerings in two years, and created new tracking methodologies for the program.
• Completed systematic review of outcomes assessments and launched a comprehensive academic review program.
• Guided departments in Chancellor's directive to reduce overall units in academic majors to 120 and 124 units. Reductions were implemented among 85% of academic programs.
• Supported the development of new degree programs.
• Co-chaired the Student Success Task Force, 2002-2003, resulting in six basic recommendations for the campus to accelerate student progress to degree and ensure higher graduation rates.
• Co-chaired the Academic Advising Committee, 2000-2001, resulting in several recommendations to the Vice Presidents in student and Academic Affairs, several of which were carried to the Student Success Task Force.
• Established and chaired Associate Deans Council that served to include Associate Deans in the "management loop" within Academic Affairs and suppmi them in their duties.
• Established the Survey Group to coordinate the scheduling of campus surveying and testing among all campus divisions, as well as avoid overlap of surveying instmments.
• Played a major role in establishing revised standards for Academic Disqualification and the procedures for handling disqualification with representatives from Student Affairs.
• Served on the campus Emollment Management Team for three years and, more recently, on the President's Emollment Management Team.
• Played a significant role in the development of the Munger Gift to the College of Engineering and Computer Sciences.
• Served as Accreditation Liaison Officer to WASC (Western Association of Schools and Colleges), worked with WASC Steering Committee leadership to submit the university's Prepatory Review Essay in Summer 2002, and served as Provost's representative on the WASC Steering Committee, 2002-2003.
• Designed and instituted an improved review process for submissions to the University General Catalog.
• Chaired the President's Commission on Human Relations and Equity from 2000 through 2003, making recommendations to the President regarding appropriate reactions to the September 11th attack, developing a revised charge for the Commission, implementing a full week of activities for the annual Diversity Week each spring, and establishing the National Coalition Building Institute trainings.
• Implemented the Academic Senate's directive to assess the General Education program by surveying students and faculty in upper division courses, as well as working with faculty teams to establish scoring rubrics for each upper division area of the General Education Program.
• Served as the Provost's Representative on the Commission on the Status of Women, 1999-2001, participating in focus groups on the topic and resulting in a set of recommendations to the Provost on equity for all faculty.
• Supported and provided oversight for the ISIS Center, the Solutions Center, the Center for Teaching and Learning, and the Service Learning Program.
• Served as a member of California State University Task Force on Graduate Writing Assessment Requirement (GWAR),
2002-2003, providing information and recommendations to the California State University on the future ofthe GWAR program.
• Oversight of professional accreditation for all academic units in the university, participating in the successful professional reviews of 20 to 25 programs in a three-year period.
• Represented the Provost at all student orientation days and open houses during 2001-2003.
Associate Dean, College of Social Sciences, 1996 - 2000
Scope of Responsibilities
Served under two deans during a four-year period, representing each at meetings, conferences, and presentations as needed and advising each on matters related to fiscal planning and personnel issues. Principal responsibility for curricular matters, teacher education, staff personnel issues, technology development, working with department chairs, and other tasks as assigned.
Accomplishments
• Served on Commission for Human Rights and Equity and the planning committee for Diversity Days.
• Served on University's Gender Equity Task Force for Athletics and participated in establishing an equitable approach to athletics on campus.
• Suppmied the development of the Joint Doctorate in Criminal Sciences, as well as the undergraduate degrees in African American Studies and Women's Studies.
• Advised the Dean and Department Chairs on personnel matters regularly, participating in grievance reviews, problem solving attempts, and one-on-one negotiations.
• Chaired the Council of Depatiment Chairs and established clear guidelines for processing issues; handled all staff personnel matters in the College; and oversaw the deployment of the two College computer technicians.
• Convened all first- and second-year faculty twice per semester to discuss issues confronting them as new faculty and to support them with adjusting to their new work environment.
• Handled all matters related to teacher preparation for the College.
• Chaired a task force appointed by then Provost Gonzalez to review the Liberal Studies major and make recommendation to him regarding the future of the program. In the subsequent years, served as the College liaison to the Blended Liberal Studies Program and insured an expanded role for the College.
• Developed a grant submission for and earned funding for Subject Matter Project funding in History/Social Sciences in 1996;
co-chaired the effort for six years before turning it over to others; developed and organized "Second Thursdays," monthly presentations for Social Studies Teachers; and the campus still receives funding for this project from the state of California.
• Served as a founding member of the Smittcamp Family Honors College Council.
Chair, Department of History, 1994 -1996
Scope of Responsibilities
Responsible for leadership of the Department of History, this - at the time - was the largest department in the College, in terms of FTEs production and the number of full-time faculty. Responsibilities primarily were divided into hiring and personnel, curriculum development, allocation of operating budget, student advising and recruitment, and enhancement of undergraduate and graduate programs.
Accomplishments
- Served as adviser to undergraduate majors in History and re-instated the History Club, as well as the club for the Graduate Students in History.
- Advised and oversaw the preparation of nearly 300 students, from undergraduates to completion of the Single Subject Teaching Credential in Social Studies, 1988 through 1996.
- Established Fresno State as a member of USAC (University Studies Abroad Consmiium) and served as the campus representative to USAC from 1991 through July 2003, sending hundreds of students overseas and allowing six faculty to teach in USAC's overseas programs.
- Hired three new faculty members and a new departmental administrative assistant.
- Established an equitable process for consideration of performance awards in the department.
- Worked with Associate Dean Flores to establish guidelines for curricular review in the College.
- Played a significant role in bringing the Hemy K. Kazan Endowment to the College and Department.
- Taught Basque History in San Sebastian, Spain, 1989, and A History of Central American-United States Relations in Heredia, Costa Rica, in 1996.
- Established a successful Elderhostel Program, "Old World Basques in the American West," and taught at Wonder Valley from 1990 through 2001.
- Served as a member of the California State University delegation to Thailand in 1994 in order to make recommendations to the Minister of Education in Bangkok regarding future organization of higher education in Thailand.
- Adjunct faculty member, University of Nevada, Basque Studies Program, 1990 to the present.
Scholarly Experience
As enumerated in the accompanying curriculum vita , I have completed the following since aniving at Califomia State University, Fresno in 1989:
- Written one historical monograph
- Co-edited a historical collection
- Authored a booklet for the University of Utah School of Architecture, Vemacular Architecture Project
- Authored a museum exhibit booklet for the High Dese1i Museum Project and advised on the exhibit project.
- Edited the Journal of Basque Studies for six years.
- Published about twenty atiicles, chapters, and essays
- Published five book reviews
- Presented fifty scholarly papers and popular lectures
As a faculty member, I served on the Academic Senate for five years, on Academic Policies and Procedures for three years, on the Liberal Studies Committee for five years, and on two or three department committees each year.

Post Retirement Experience and Activities
- Have served on Basque Studies Advisory Board at University of Nevada Reno since its inception in 2000 and served as Vice Chair for four years. As Board member, attended several meetings with legislators, university officials at UNR, and with the Minister of Education in Vitoria, Spain on behalf of the Basque Studies Program.
- Served as mentor for WASC Student Success Workshops, 2010 and 2011.
- Served on the Advisory Board of U.S. Education Delivery Institute (EDI), 2011 - 2013. Advised various university systems on adopting graduation initiatives.
- Conducted a lengthy series of interviews for a book project featuring the Campos family in Caruthers, California. First draft of manuscript is still in formulation. Also considering a long-term project which is an historical novel based on my father's life.
- Presenter at the Western Association of Colleges and University Business Officers (WACUBO) Annual Business Managers Institute, 2010-2013 and 2017.
- Served as Chair of Bennett Ridge Mutual Water Company (pro bono), 2013-2016. Guest Speaker at in Alliance Francais, topic focused on French Basque regions and culture (pro bono).
- Offered a Leadership Course in the Doctoral Program for Education Leadership at CSU Fresno, Summers 2010-2015, and CSU Bakersfield, Fall2011- 2014.
- Serving as the Executive Director for the California State University's Quarter-to Semester Conversion Project since 2011. CSU Los Angeles and CSU Bakersfield have almost completed "going live" and CSU Pomona, CSU East Bay and CSU San Bernardino are beginning their conversion processes. This project has involved chairing several meetings to launch the project, and several meetings to develop communication lines around the multiple aspects of the project.
- Co-taught the Leadership Course sponsored by the following universities (all were pro bono): the University of British Columbia (2013); Nanyang Technological University in Singapore (2013); Zayed University in Dubai (2015); Multimedia University of Kenya in Nairobi in 2016; and Clemson University in 2016. In addition, co-taught public offerings of the Leadership Course in Cancun, Mexico (2013 and 2015) and Bermuda (2014), also pro bono.
