Policy #2006-6

  1. It is the policy of Sonoma State University to provide for regular advice and consultation on decisions regarding budgetary matters. This policy statement describes the approved framework for faculty participation on campus budget advisory committees. The Policy on Faculty Consultation in University Decision Making provides the framework and definition for “consultation”.
  2. Officers of the University are delegated responsibility to act on academic budgetary matters.
    1. The President allocates the University's fiscal resources among the major sectors of the University.
    2. The Vice President for Academic Affairs allocates fiscal resources among the Deans of the Schools and the Directors of academic support programs.
    3. The Deans of Schools and Directors of academic support programs allocate fiscal resources among the academic departments and within academic support programs.
    4. The Chairs of Departments coordinate faculty decisions on the allocation of fiscal resources within department programs.
  3. Designated officers seek and receive comprehensive advice on fiscal matters from their respective Budget Advisory Committees.
    1. The President's Budget Advisory Committee (PBAC)
      1. Members: The President, Chair; the Vice President for Academic Affairs, Co-Chair; the Vice President for Administration and Finance, Co-Chair; the Chair of the Faculty; the Chair-Elect of the Faculty; the Immediate Past-Chair of the Faculty; one faculty member selected by the Executive Committee of the Academic Senate; one liaison from the Academic Affairs Budget Advisory Committee; the Vice President of Student Affairs; on liaison from Campus Re-engineering Committee; two students selected by the Associated Students Board of Directors; the Vice President for University Affairs; the Vice President for Development; the Chief Information Officer; the Associate Vice President for Administration and Finance; the President of the California Faculty Association (Unit 3); and one Staff Representative.
      2. Charge
        1. Advise the President on budgetary priorities and other matters of University-wide importance.
        2. Review the annual CSU budgets for the University, and recommend distribution of funds among the major sectors of the University.
        3. Review expenditures of the past fiscal year's budget.
    2. The Academic Affairs' Budget Advisory Committee (AABAC)
      1. Members: The Vice President for Academic Affairs, Chair; the Chair of the Faculty; the Chair-Elect of the Faculty; the Immediate Past-Chair of the Faculty; the Deans of Schools and the Library; five instructional faculty, one selected by each of the five Schools (faculty serve staggered three-year terms); and one student selected by the Associated Students Board of Directors.
      2. Charge
        1. Advise the Vice President for Academic Affairs on budget matters pertaining to the educational programs and their support services.
        2. Review instruction and academic support budgets (positions and funds) and recommend their allocation among the Schools and academic support programs.
        3. Review lottery funds and recommend their allocation.
        4. Develop long-range fiscal plans pertaining to instruction and academic support programs.
        5. Review expenditures of the past fiscal year's budget.
    3. The Campus Reengineering Committee (CRC)
      1. Members: the Vice President for Administration and Finance, Chair. Faculty members include the Chair of the Faculty; the Chair-Elect of the Faculty; the Immediate Past-Chair of the Faculty; one statewide senator; and, seven instructional faculty members, one elected by each of the five Schools, the Library and from the faculty SSPs, serving staggered three-year terms. Other members are appointed by the Vice President for Administration and Finance
      2. Charge: Recommend reengineering activities for all non-academic aspects of Sonoma State University and its auxiliaries in order to facilitate administrative and student services that are
        1. cost effective
        2. efficient, and
        3. appropriate for the twenty-first century.
    4. The Deans of Schools and of the Library Advisory Committees
      1. Members: The Dean, Chair; the Administrative Manager; the Chairs of Academic Departments; and Coordinators of Programs.
      2. Charge
        1. Advise on budget matters pertaining to the School or Library unit.
        2. Review the unit's budgets and positions and recommend their allocation.
        3. Review expenditure of the past fiscal year's budget
    5. The Academic Departments Budget Advisory Committees
      1. Members: The Department Chair, Chair; the faculty selected according to policies and procedures determined by departmental faculty.
      2. Charge
        1. Advise the Chair on budget matters pertaining to departmental programs.
        2. Review budget and position allocations for the purpose of recommending their distribution among the departmental programs.
        3. Review expenditures of the past fiscal year's budget.
    6. Student Affairs and Enrollment Management Budgetary Consultation
      1. Faculty members participate on five entities that address the Division of Student Affairs and Enrollment Management budget. These include:
        1. the Fee Advisory Committee (two voting faculty members – Chair of the Faculty and Chair of the Student Affairs Committee);
        2. the Associated Students, Inc, Senate (one nonvoting faculty representative of the Academic Senate);
        3. the Student Union (one voting faculty member);
        4. the Children’s School Governing Board (one voting faculty member); and
        5. Student Health Advisory Committee (one voting faculty member)
  4. Faculty Participation in Budget Advisory Committees.
    1. Faculty members on Budget Advisory Committees participate fully in all committee activities, deliberations, decisions, and votes, and receive all committee documents and information simultaneously with other members.
    2. B. Faculty members on the President's and Academic Affairs Budget Advisory Committees represent the interests of the University faculty as a whole, not those of their Schools, Departments, or disciplines.
    3. C. Faculty members report periodically on their Committee's activities to their respective School or Department and, upon request, to the Executive Committee of the Academic Senate.
    4. D. The Chair-Elect of the Faculty coordinates faculty membership and participation; The Chair of the Faculty reports on the activities of the President's and Academic Affairs Budget Advisory Committees to the Senate Budget Committee.
    5. E. The Chair-Elect of the Faculty convenes faculty members from time to time for the purpose of exchanging information and advice.
    6. F. All budget committee meetings are open.
  5. Annual Budget Cycle and Reports of Budgetary Decisions.
    1. The agenda of the PBAC will follow the budget cycle outlined in the Sonoma State University Annual Budget Cycle.
    2. Following receipt of formal recommendations of their respective Budget Advisory Committees, the President, the Vice President of Academic Affairs, the Deans of Schools and Library, and the Department Chairs announce to their committees as soon as possible their decisions on these recommendations; should any such decision be contrary to the recommendation, an explanation of and justification for the contrary decision shall be provided.
    3. The Chair and Chair-Elect of the Faculty report the President's and the Vice President's decisions to the Executive Committee, the Senate, and the Senate Budget Committee. Each faculty member of the Academic Affairs Budget Advisory Committee reports decisions of the Vice President to the faculty of his or her School. A designated faculty member of each budget committee at the School level, and the Library unit reports the decisions on the committee's recommendations to the appropriate constituency and to the Executive Committee of the Academic Senate.
